Stage 2 : Design
(c) design concept - outline proposal, specification & pre-cost plan
(d) design development - detail concept design & structure, cost plan & planning permission
(e) technical design - component & elements, statutory standards, safety
Stage 3 : Pre-construction
(f) information - detail to tender, statutory approval
(g) tender documentation - prepare tender
(h) tender action - evaluate tender, submision & recommend to client
